President's Signing Statements Challenged

The ABA is concerned that the President is attaching statements to laws he is signing stating that he can make exceptions to them.

My question that does not seem to be addressed in the article is: Why is the President signing laws he disagrees with? If he feels they curtail his ability to function as an executive, why not veto them?
